Victoria A. Brooks, beloved mother, sister, friend, and community member, passed away peacefully on May 7, 2025, at the age of 72.
Born in Dagupan City, Philippines, on May 21, 1952, Victoria brought warmth, strength, and joy into the lives of all who knew her. She later made her home in Alameda and devoted 35 years of dedicated service as City Clerk for the City and County of San Francisco. Her professionalism, sharp mind, and commitment to civic duty left a lasting impact on her colleagues and the community she served.
Victoria was the loving wife of the late David L. Brooks (1939–2000), and together they raised two children, Kimberly and David, who were the light of her life. A proud mother, she was fiercely supportive and deeply devoted to her family, always putting their needs above her own.
Victoria’s life was rich with joy, connection, and culture. She was an active member of Filipino associations, where she loved to dance, share meals, and celebrate traditions with friends and family. She had a passion for traveling and exploring new places, but nothing brought her more happiness than simply being surrounded by her family—and her beloved cats.
Known for her radiant smile and her unshakable sense of justice, Victoria was someone who always stood up for herself and helped others. She had a way of showing care that was direct and honest—sometimes tough, but always rooted in deep concern and love. At any gathering, she made sure everyone was well-fed, often sending guests home with plates of food, a gesture that reflected her generosity and nurturing spirit.
Christmas was one of Victoria’s favorite times of year, a season she sometimes celebrated in the Philippines, surrounded by family and tradition. She was the life of the party, and her vibrant energy continues to echo in the joyful memories she leaves behind.
Victoria’s legacy is one of love, laughter, strength, and community. She will be deeply missed by all who had the privilege of knowing her, and forever cherished in our hearts.
