I first met joe in 1996 when I first came over from the army,I was assigned to help Joe on man days projects he was working on, and we hit it off right away, he could do any project anytime or anyplace.After Joe retired I over heard Major G say to another senior enlisted leader, after hearing that Joe was considering coming back out of retirement, that we would take him back in any capacity.That one statement tells volumes on how great a comrade he truly was.
Joe as a gentle giant, he always had a smile and kind word. He never complained no matter how difficult the situation was. He is a good man and his absence leaves the world poorer.
I will always remember Joe as the "gentle giant". He's always happy and always smiling. I served with him for a long time with the 349th Civil Engineering Squadron. I will certainly miss him. God bless you Joe and your family.

To the Garland Family; I wish to tell you and yours about when I came to the 349th. My friend Sgt Jones introduced me to Joe and I knew he was a kind human being for he carried a ever so friendly smile that is with me today and forever. Joe, just making formation on time, doing what needed to be done, and always making the statement "Nail It" when the last panel went in on a rapid runway repair. You will be missed, but heaven has just gained at good surveyor.
